MUSIKAHAN SA BARANGAY
(Kahiusahan sa Musika, Musikahan sa Gugma)
A community approach to democratize access to Culture and the Arts, where the residents of each of the component Barangays of the City of Tagum organize themselves in pursuit of a community-based cultural action project and, under the auspices of the Office of the Barangay Council headed by the Punong Barangay, mount a Barangay-focused cultural event, that showcase their ingenuity and talents as well as manifest their cooperation and unified action in the process of asserting their sense of pride of place and people.

Nature
1) Musikahan sa Barangay mobilizes people and resources in each component Barangay in mounting a cultural event, that runs from a minimum of one hour to a maximum of two hours, in two categories, namely urban and rural barangays;
2) Contained in the community performance is the “Barangay Showcase or Contest Piece” --- a forty-minute music-pageantry that tells a dramatic story through songs and music;
3) The chosen Contest Piece is based on largely on people’s memories, historical event, folklore materials, contemporary narratives, or creative non-fiction accounts known to most residents in the barangay;
4) It is recommended that all rural Barangays should delved on the existing Folk Traditions in their communities; while Urban Barangays can explore contemporary performance styles or modern artistic conventions or techniques;
5) The Festival Organizers have the discretion in classifying which Barangay belong to either rural or urban, based on consultative meetings that verify the acceptable socio-economic indicators available as well as on the dominant performance traditions in the locale;
Requirements
1) The performance of the Barangay Showcase or Contest Piece is largely in songs and music (e.g. traditional saynete or balitaw, a modern zarzuela, a contemporary musicale, an oratorio or in any form of music-drama or dramatized concert);
2) All Barangay Contest Pieces start with the live rendition of the Musikahan Theme Song and end with a production number that interprets a common finale song, that will be provided by the Festival Organizers;
3) Participation of 80 to 100 performers for rural barangays and 100 to 150 participants for urban barangays is required
4) In all cases, it is required that the music performances of the community actors should be accompanied by live instrumentation either done by solo instruments, ensembles or bands --- string, winds, percussions, keyboards/pianos, etc. or combining all available instruments in the area;
Elements
1) The setting of the narrative can be in local or foreign places, either realistic or fictional, or a combinations of both options, provided that the use of local language is dominant in the performance;
2) All participating Barangays are encouraged to employ only original dramatic structure as well as utilized only original music and/or song compositions.
3) Neatly integrated in the Barangay showcases are creative movements, dance vignettes, poetry-in-motion, powerful dialogues, moving narrations that incorporate colorful but significant props, sets and costumes (done with local materials) in order to spice-up the community productions;
Pre-conditions
1) Adaptation of existing music or songs as well as of well known dramatic narrative are allowed, provided however that the local creators or authors have religiously abided by the provisions of existing national policies on intellectual property rights and other related copyright laws of the country;
Production
1) A Local Creative Pool in each Barangay, headed by the Artistic Director, shall spearhead the creative process and mounting of the community showcase
2) The members of the Creative Team are local residents of the Barangay who are endowed with artistic abilities and creative skills and duly selected in a process endorsed by the Barangay Council;
3) In order to ensure that the community cultural event can become a productive learning experience for all involved, it is advised that all members of the selected and/or endorsed Barangay Creative Pools shall:
- Work in closer consultation with the Musikahan sa Tagum Festival’s Artistic Team in the finalization of their Barangay showcases;
- Attend all agreed upon creative workshops, consultative meetings, clinique and critique sessions convened by the Festival Organizers;
- Submit their creative concept and design as well as their production strategy on or before October 30, 2010 in order to avail of a 10,000 pesos production subsidy;
- Invite the Festival Artistic Teams to the scheduled open rehearsals for “critiquing and/or cliniquing”; and
- Diligently work to achieve higher standards of excellence within the time-frame allotted for the mounting and finalization of the Barangay Showcase.
4) In order to attain a raised standard of excellence, both in creative concepts, performance skills and production designs and execution, a series of creativity workshops, artistic consultations, peer critique and cliniquing sessions are held to be determined by the Festival Artistic Team and duly hosted by the respective Barangays concerned;
Evaluation
1) The Barangay showcases are judged during their community showcase on designated dates and venues, according to the following standards of excellence and/or criteria:

2) Only the top three outstanding community showcases are chosen (3 to rural and 3 for urban Barangays) to compete on the Grand Finals with new sets of judges and based on the new sets of criteria as shown below:
