MUSIKAHAN SA BARANGAY

A barangay initiated, people managed and community participated celebratory event in the barangay that shall showcase the creativity and talents of local residents, celebrate the spirit of the Musikahan Sa Tagum in the local level and encourage recreation for local folks and visitors in the barangay.

Apokon, Tagum City, Philippines

1. The barangay leaders in consultation with their constituents are free to locate the focus of the event. It could be as grandiose as a musicale or zarzuela as long as it incorporates music as an integral component of the cultural event.
2. This cultural event shall only be participated strictly by the local barangay constituent or talents.
3. The theme of this year’s competition shall be in Latin and dubbed as Barangay Musikahan: Filipino goes Latino. Each barangay is entitled to record or copied the latin songs at the Tourism Council Office, payment for the copying is only P100.00 per cd/dvd.
4. The event is categorized into two (2):
  4.1 Rural Category – a composite of the following barangays:
 
1. Bincungan 7. Nueva Fuerza
2. Busaon 8. Pagsabangan
3. Canocotan 9. Pandapan
4. Cuambogan 10. San Agustin
5. Liboganon 11. San Isidro
6. New Balamban  
  4.2 Urban Category – a composite of the following barangays:
 
1. Apokon 7. Magugpo West
2. La Filipina 8. Magugpo South
3. Magdum 9. Mankilam
4. Magugpo East 10. Madaum
5. Magugpo North 11. San Miguel
6. Magugpo Poblacion 12. Visayan Village
5. The City Government of Tagum shall give a subsidy to each official participating barangay in the amount of Twenty Thousand Pesos (P20,000.00).
6. It is encouraged to have many participants from all ages, religious affiliations, educational linkage and out-of-school youths.
7. The artistic director should come from the participating barangay.
8. The barangay is required to submit their artistic concepts and storyline of the presentation including the production design such as backdrop, costume, stage set-up, props and special effects on or before December 21, 2009. These submitted documents will be treated confidential by the committee.
9. Each participating barangay shall observe the following limitations:
 
9.1 The presentation shall be held at the barangay at exactly 7PM.
9.2 Mounted production shall run for not less than an hour but should not exceed to two (2) hours. A two (2) points shall be deducted from judge score sheet every minute excess.
9.3 A five (5) points deduction shall be deducted from each judge score for every found revision from the submitted artistic concepts and storyline.
9.4 Costumes of the participants must be decent and modest and not too elaborative in its sexiness.
9.5 The production should consist of the following numbers of performers:
RURAL CATEGORY - Minimum of 60 maximum of 100 participants
URBAN CATEGORY - Minimum of 80 maximum of 200 participants
9.6 All residents and/or working in the barangay are allowed to participate in the production.
9.7 FINALISTS in both Rural and Urban shall be given SIX (6) DAYS to RE-DO their mounted production with a time allotment of 1 HOUR AND 30 MINUTES including preparation stage.
10. The 2010 Musikahan Executive Committee shall set an Official Board of Evaluators outside Tagum City who shall rate the each barangay presentation. The Evaluator shall select TOP 3 from each category for the final performance: Rural Category on February 24 and February 25 for the Urban Category. The Evaluators final judgment and result is final and executory.
 
10.1 All scores obtained by the top three (3) barangays per category will be back to zero.
10.2 The Tourism Council will provide a P10, 000.00 assistance to each of the top three (3) barangays of each category for there food allowance during the Grand Final Competition.

12. The following are the major cash prizes and worth of projects at stake for each of the category:
 
1st Prize P30,000.00 + trophy + 500,000 worth of project
2nd Prize P20,000.00 + certificate + 300,000.00 worth of project
3rd Prize P15,000.00 + certificate + 200,000.00 worth of project
13. Entry forms are available at the 2010 Musikahan Festival Secretariat. Deadline for the submission of ENTRIES shall be on December 15, 2009 from 8:00 A.M until 5:00 P.M., while the deadline of submission of the PRODUCTION DESIGN will be on DECEMBER 21, 2009 at the City Tourism Office, J.V. Ayala Avenue, Apokon, Tagum City, Philippines. An extension has been given to the barangay as observed: Production Design and Entry Forms – December 20, 2009 from 8AM to 5PM.
14. Final briefing on the rules and mechanics of the competition and the drawing of lots for the final schedule of presentation shall be on Friday, December 28, 2009 at 2:00 PM at the Atrium, City Hall, JV Ayala Avenue, Apokon, Tagum City. However, due to non-compliance of the schedule this activity has been moved to January 4, 2010.
